CDL Stellar Pte. Ltd. (Company Registration No. 202324357E, Developer Licence No. C1495) is the developer of record for Norwood Grand, the 348-unit private condominium at 2, 6, 8 and 10 Champions Way in District 25, with the development’s Early Childhood Development Centre holding its own address at 4 Champions Way. The development occupies a 14,432.5 sqm site, roughly 155,351 sqft, at a plot ratio of 2.1, arranged as four 11-storey residential blocks alongside a separate two-storey childcare building, with 283 basement carpark lots and 87 bicycle lots below ground. Tenure is 99 years leasehold running from 18 December 2023, and the site is registered as Mukim Lot MK13 Lot 06633C, Champions Way. Buyers’ progress payments are made into the project account held with DBS Bank Ltd, account number 072-110274-9, in the name of CDL Stellar Pte. Ltd., which is the statutory protection that applies to every uncompleted private residential purchase in Singapore.

The site came to CDL Stellar through the Government Land Sales programme. URA launched the Champions Way parcel for tender on 25 May 2023 on 99-year lease terms, the tender closed on 12 September 2023, and the site was awarded on 18 September 2023 to CDL Stellar as the highest tenderer at $294,889,000. Against the maximum permissible gross floor area of 30,309 sqm, URA records that as $9,729.42 per square metre, which works out at about $904 per square foot per plot ratio. The pricing for Norwood Grand rests on that land cost rather than on a premium layered onto a lower base.

The appointed consultant team is ADDP Architects LLP as project architect and Woh Hup (Private) Limited as main contractor, with Ecoplan Asia Pte. Ltd. on landscape, Index Design Pte. Ltd. as project interior designer, Belmacs Pte Ltd on mechanical and electrical engineering, TW Asia Consultants Pte Ltd as professional engineer on civil and structural, and WT Partnership (S) Pte Ltd as quantity surveyor. The superstructure is built using prefabricated prefinished volumetric construction, in which room modules are cast and fitted out in a factory before being craned into place, which is a method Woh Hup has delivered at scale and which shows up for a buyer as tighter dimensional consistency between identical units and a shorter, quieter build. Expected TOP is 31 March 2030, with expected legal completion three years later on 31 March 2033. Unlike a number of comparable new launches structured as multi-party joint ventures, CDL Stellar Pte. Ltd. is a wholly-owned subsidiary of City Developments Limited with no joint-venture partners anywhere in the structure. A single listed parent carries the construction programme, the sales programme and the post-TOP defects liability across a build running to 2030. That is a smaller point than land cost, but it is a real one over a seven-year horizon: accountability sits with one balance sheet and one timeline for the whole of that period.

City Developments Limited (CDL) has been building in Singapore since 1963 and is one of the country’s largest listed property groups, listed on the Singapore Exchange and among the largest companies there by market capitalisation. Its network spans 163 locations in 29 countries and regions, and its portfolio runs across residences, offices, hotels, serviced apartments, student accommodation, retail malls and integrated developments. On a track record of more than 60 years in real estate development, investment and management, the group has developed over 50,000 homes and owns around 23 million square feet of gross floor area globally in residential-for-lease, commercial and hospitality assets. CDL Stellar Pte. Ltd. draws on that parent structure directly rather than operating as an arm’s-length partner.

CDL is a BCA Band 1 developer, the top tier of the Building and Construction Authority’s developer grading. Three things are worth being precise about, because the grading is easy to misread. It is a firm-level track record covering CDL’s completed projects, not a score awarded to any single development. It is assessed on a rolling six-year window of completed work, so it moves as projects enter and leave that window. And a development still under construction carries no band of its own: on the BCA Quality Housing Portal, Norwood Grand is currently listed as Under Assessment, which is the expected position for a project that has not reached completion. As at the portal’s last update on 1 August 2026, CDL’s own record shows twelve Band 1 projects, one Band 2 project and eight under assessment.

That grading is also where the development’s name comes from. CDL uses Grand across this part of its residential portfolio to identify properties built by a BCA Band 1 developer, rather than as a description of any one development’s scale. Norwood is a play on the location: a new life in the new north, at Woodlands. The Chinese name is 景林嘉园, read Jǐng Lín Jiā Yuán, and the four characters carry the same idea, 景 for scenery, 林 for forest, 嘉 for blissful and 园 for garden.

The design follows from that name rather than from a podium. Norwood Grand is low-rise across four blocks, with elegantly curved design features and artfully planted nature, and its facilities spread horizontally through the landscape between the blocks instead of stacking onto a sky deck. The Treetop Walk is threaded through the canopy at second-storey level and looks down over the pool and the landscape rather than out over a rooftop. Sustainability is where the parent company’s practice shows up most concretely here. Norwood Grand is certified BCA Green Mark Platinum Super Low Energy, certification number GM5587/3/2024, awarded in October 2024 with the Whole Life Carbon and Maintainability badges, against a gross floor area of 30,309 sqm. The measures behind that rating are specific and mostly invisible in a brochure, including minimal direct west-facing units, natural ventilation supported by a Prism+ ceiling fan in every home, energy-efficient air conditioners, lighting and lifts, rooftop solar photovoltaic panels providing partial energy replacement for common area operations, low volatile organic compound paints on internal walls, water-efficient fittings throughout, a pneumatic waste and recyclable conveyance system in place of conventional chutes, and 87 bicycle lots at basement level.

Champions Way marked CDL’s return to Woodlands after more than a decade, and Norwood Grand is the first luxury private residential launch in the town since 2012.
