How payment is structured before TOP

Norwood Grand is sold under the standard Progressive Payment Scheme used for uncompleted private residential property in Singapore, tied to construction milestones rather than a single deferred lump sum. Booking takes 5% upon the Option to Purchase, with a further 15% due on signing the Sale and Purchase Agreement, within 8 weeks of the Option date. From there, payment follows the build: 5% on completion of foundation work, 10% on completion of the reinforced concrete framework, 5% on completion of partition walls, 5% on completion of roofing and ceiling work, 5% on completion of doors, window frames, electrical wiring and internal plastering, and 5% on completion of car park, roads and drains. The largest single tranche, 25%, falls due on issue of the Temporary Occupation Permit, with the final 15% due upon legal completion.

There is no Deferred Payment Scheme on offer here; that option is not currently available for private, non-EC residential launches in Singapore. How much of each stage is met by cash, CPF or bank loan depends on your chosen loan quantum and is best worked out with a banker or the developer’s sales team. Payment goes into the project account rather than to the developer directly, which is the statutory protection every uncompleted Singapore private residential purchase carries. The developer’s licence number for this project is C1495 and the site is registered as Mukim Lot MK13 Lot 06633C, Champions Way.

What you will pay monthly once you move in

Maintenance is charged on share value, at $82 per share value per month before GST. Norwood Grand uses only three share value bands across all twelve unit types: 5 for the 1 Bedroom + Study, 6 for everything from the 2 Bedroom through the 3 Bedroom Premium + Study, and 7 for both 4 Bedroom tiers. Location & Connectivity

Under five minutes on foot to Woodlands South MRT, one stop from the north’s transport hub

Norwood Grand occupies a 14,432.5 sqm parcel at 2, 6, 8 and 10 Champions Way, with Woodlands Avenue 1 and Woodlands Drive 17 running along either side and Champions Way through the middle, and with the Early Childhood Development Centre carrying its own address at 4 Champions Way. Woodlands South MRT station on the Thomson-East Coast Line sits less than a five-minute walk away, which puts direct rail access to the CBD and the Orchard shopping belt at the doorstep without an interchange.

One stop north is Woodlands MRT, where the Thomson-East Coast Line meets the North-South Line inside the Woodlands Integrated Transport Hub, Singapore’s largest, opened in 2021 and linking the bus interchange directly to the station. Two stops north is Woodlands North MRT, the Singapore terminus of the cross-border RTS Link. By road, the site is served by the Seletar Expressway and the Bukit Timah Expressway, with the North-South Corridor under construction.

Schools within reach, and one already inside the development

Five primary schools sit within 1 km of the site: Innova Primary School, Si Ling Primary School, Woodlands Primary School, Woodgrove Primary School and Woodlands Ring Primary School. Further out but still within the Woodlands planning area are Admiralty, Evergreen, Fuchun, Greenwood, Marsiling, Qihua and Riverside primary schools.

At secondary level the surrounding catchment includes Admiralty, Christ Church, Evergreen, Fuchun, Marsiling, Riverside, Woodgrove, Woodlands and Woodlands Ring secondary schools. Republic Polytechnic is one MRT stop away, the future Yishun Innova Junior College serves the wider north, and the Singapore Sports School and Singapore American School are both in the vicinity. Counting the full spread, more than twenty schools sit within the surrounding area.

Closest of all is the Early Childhood Development Centre built into Norwood Grand itself, occupying the first and second storeys of its own block at 4 Champions Way with a dedicated entrance off Champions Way.

Shopping, groceries and daily errands

Vista Point is the nearest mall at a five-minute walk, carrying a Giant supermarket, Kofu and Kopitiam Corner food halls, a Unity pharmacy, McDonald’s and Subway. One MRT stop away, Causeway Point is the larger option, with FairPrice Finest, Metro, UNIQLO and branches of Bank of China, Maybank and OCBC.

Also one stop away are Woodlands Civic Centre, which consolidates HDB, CPF, SP Group and SingPost service counters alongside the Woodlands Regional Library, DBS and UOB branches, an NTUC FairPrice and a McDonald’s; and Woods Square, an integrated office development with more than 18 F&B outlets and direct connectivity to Woodlands MRT.

For sport and community facilities, ACE The Place Community Club at 120 Woodlands Avenue 1 offers badminton, basketball, futsal, squash, table tennis and tennis courts, a soccer field and BBQ pits, with facilities open from 10am to 10pm and counter services from 10am to 6pm. Woodlands North Plaza and Kampung Admiralty round out the wider amenity map.

Parks, park connectors and the healing garden

The 25 km Northern Explorer Loop, part of the national Park Connector Network, links 11 parks and nature areas across Sembawang, Woodlands and Yishun, including Woodlands Town Garden, Admiralty Park and Woodlands Waterfront.

Admiralty Park is the largest park in the north and holds 26 slides, among them the longest outdoor slide in Singapore at 34 metres. Woodlands Healing Garden, built into the hillside beside Woodlands Health Campus, is the largest therapeutic garden in Singapore to date and is organised into a Healing Forest, Wildflower Terraces, a Nature Playgarden and Activity and Wellness Lawns. Marsiling Park sits to the west.

Woodlands Health Campus sits on Woodlands Drive 17, one of the two roads running along the site. It is a 7.66-hectare integrated acute and community hospital, the first hospital built in the town. It carries 1,000 acute and community beds plus close to 400 beds in its long-term care facility, with the capacity to expand to 1,800 beds. The campus includes an emergency department, acute wards, specialist outpatient clinics in a dedicated block linked to the podium by a bridge, and a cluster-living long-term care facility.

Woodlands Growth

The first luxury private residential launch in Woodlands since 2012, on the edge of a 100-hectare regional centre

Norwood Grand’s strongest argument is not its own facade, it is what is being built around it. Woodlands Regional Centre is planned as the largest business centre in Singapore’s north.

That said, the pieces of this story sit at very different levels of certainty. A rail link with trains already delivered and a target date is a different kind of fact from a 100-hectare masterplan with no completion date attached. Each is set out separately below, with its own status, rather than blended into a single growth narrative.

RTS Link: under construction, targeted to carry passengers from the end of 2026

The Johor Bahru to Singapore Rapid Transit System Link is a 4 km cross-border shuttle running between an underground station at Woodlands North, built to a maximum depth of 28 metres, and the above-ground Bukit Chagar terminus next to the Johor Bahru checkpoint. The Land Transport Authority targets the start of passenger service at the end of 2026. The first train was unveiled in June 2025 and completed a demonstration run into Woodlands North station in February 2026.

The crossing takes about five minutes at roughly 80 km/h, with peak frequency around 3.6 minutes and capacity of up to 10,000 passengers per hour in each direction. Ridership at opening is projected at about 40,000 passengers a day. Immigration is cleared once, at the departing station, because the Malaysian and Singaporean facilities are co-located in the same building; on arrival you simply walk out.

For a Norwood Grand resident, Woodlands North is two MRT stops away on the Thomson-East Coast Line. Travelling in the other direction, an arriving RTS passenger transfers to the TEL underground without leaving the station and reaches Orchard in 31 minutes or the CBD in 38 minutes. The link is operated by RTS Operations Pte Ltd, a joint venture between SMRT Corporation and Prasarana Malaysia Berhad.

North-South Corridor: viaduct targeted for 2027, tunnel for 2029

The North-South Corridor is a 21.5 km route that will directly connect the northern region to the city centre, and will be Singapore’s longest transit priority corridor. It carries dedicated continuous bus lanes, cycling trunk routes and pedestrian paths, and is expected to take pressure off the Central Expressway and arterial roads such as Thomson Road and Marymount Road. With continuous bus lanes, a typical bus journey to the city is expected to save around 10 to 15 minutes.

Completion is phased. The viaduct section from Admiralty Road West to Lentor Avenue is targeted to open in 2027; the remainder, a road tunnel from Lentor Avenue to the East Coast Parkway, in 2029. The project was originally conceived as the North South Expressway and was reimagined in 2016 around a Walk-Cycle-Ride brief, which is where the cycling and pedestrian elements came from. Those cycling trunk routes are designed to link into the existing Park Connector Network and the cycling paths already running through HDB towns.

Woodlands Regional Centre: no completion date published

Woodlands Regional Centre is a 100-hectare live-work-play-learn district intended to become the biggest business centre in the north. It has the potential to eventually provide up to 100,000 jobs once its transformation is complete. No completion date has been set for the district as a whole, and individual parcels within it will come to market over many years.

It comprises two precincts. Woodlands Central, at 30 hectares, is the retail and mixed-use cluster, planned around office, retail, residential, entertainment and F&B uses; Woods Square, an integrated office development with retail, F&B, a childcare centre and direct connectivity to Woodlands MRT, is the piece already standing. Woodlands North Coast, at 70 hectares between Republic Polytechnic and Woodlands Waterfront, is the business and mixed-use cluster and the gateway district linking Woodlands to Johor Bahru.

The two precincts are to be linked by WoodsVista Gallery, a 1.9 km community route with dedicated cycling and pedestrian paths running from Woodlands MRT station to the waterfront, and by the Central Spine.

North Coast Innovation Corridor and the Northern Gateway: long-range planning only

The North Coast Innovation Corridor is planned to run from Woodlands Regional Centre across the redeveloped Sembawang Shipyard to the future Seletar Regional Centre and Punggol Digital District, integrating the future Agri-Food Innovation Park at Sungei Kadut, Republic Polytechnic and the Senoko Food Zone into one belt of research, industrial and commercial space. The Northern Gateway framing positions this as the entry point to growth in agri-tech and food, digital tech and cybersecurity.

This sits at the planning stage. No construction contracts, phases or completion dates have been attached to the corridor as a whole, and it should be read as a direction of travel rather than a dated commitment. On the demand side, the resident population of Woodlands is estimated at around 250,000, with a straight-line projection to roughly 268,000 by 2040, an increase of about 18,000 residents.

Johor-Singapore Special Economic Zone: agreement signed 7 January 2025

Malaysia and Singapore exchanged the Johor-Singapore Special Economic Zone agreement on 7 January 2025 at the 11th Malaysia-Singapore Leaders’ Retreat, building on a memorandum of understanding signed a year earlier. The zone spans roughly 3,500 sq km across southern Johor, from Johor Bahru through Iskandar Puteri out to Pengerang, and is organised around nine flagship zones and a set of priority sectors including manufacturing, logistics, the digital economy, financial services, aerospace, food, tourism, energy and healthcare.

On the incentive side, qualifying Malaysia-incorporated entities operating in the flagship zones can access a 5% corporate tax rate, and approved knowledge workers a flat 15% personal income tax rate. For a Woodlands home the relevance is practical rather than fiscal: the northern edge of Singapore is the side of the island that gains most directly from cross-border movement becoming faster and more predictable, and the RTS Link is the piece of infrastructure that delivers it.

The Singapore Sports School site, on the same road

The Singapore Sports School campus at 1 Champions Way sits on the same road as Norwood Grand. At the 2024 National Day Rally it was announced that the school will move its campus to the Kallang Alive precinct so that student athletes can train alongside senior athletes. The site remains zoned Educational Institution under URA’s Master Plan. No relocation date has been announced, and no future use has been designated for the land it currently occupies.

The wider Woodlands makeover, item by item

Six pieces make up the town’s rejuvenation, at different stages of delivery. Woodlands Health Campus is built and operating. Kampung Admiralty, the Community Nexus next to Admiralty MRT, is also complete, bringing a medical centre, eldercare and childcare centres, a hawker centre, retail and housing for the elderly under one roof.

Still to come: Woodlands Regional Centre itself; the 1.9 km WoodsVista Gallery community link; the upgrade of Woodlands Town Garden in Marsiling into a new Discovery Playground, to be renamed Marsiling Park, with a new playground, garden and heritage corner; and a 4.2 km Social Corridor along the North-South Line viaduct carrying community gardens, pavilions and three-generation facilities. None of these four carries a published completion date.

Unit Types & Floor Plans

Twelve layouts under nine unit types, from 495 to 1,335 sqft

Norwood Grand’s 348 homes sit across four 11-storey blocks and 32 stacks. The developer markets nine bedroom configurations, but there are twelve distinct floor plans behind them, because several configurations run more than one plan: two 3 Bedroom Deluxe layouts, two 3 Bedroom Premium + Study layouts and two 4 Bedroom Premium + Study layouts. Sizes run from 495 sqft for the 1 Bedroom + Study to 1,335 sqft for the largest 4 Bedroom Premium + Study.

Read this first: what the “(P)” in a unit type name means

Every unit type at Norwood Grand appears twice in the price and balance charts, once plainly (B1, C3S, D2PS) and once with a “(P)” suffix (B1(P), C3S(P), D2PS(P)). These are not different layouts and they are not a premium tier. The “(P)” variant is simply the Level 1 unit in that stack, and the only change on the floor plan is that the balcony is replaced by a Private Enclosed Space, the ground-floor outdoor area that comes with a first-storey home. Bedroom count, bathroom count, kitchen layout and stated size are otherwise the same as the typical-floor plan above it.

Practically, this matters in two ways. A “(P)” unit gives you outdoor space at ground level rather than a balcony above it, which suits some households and not others. And because there is only ever one Level 1 unit per stack, “(P)” units are scarce by construction: a unit type that runs from a single stack has exactly one “(P)” unit in the entire development.

Four stacks have no Level 1 unit at all, one in each block

Eight stacks per block over 11 storeys would give 88 units per block and 352 across the development. The actual figure is 348, because exactly one stack in each of the four blocks omits its Level 1 unit and starts at Level 2: stack 02 in Block 2 (a 4 Bedroom Premium + Study, D2PS), stack 13 in Block 6 (a 1 Bedroom + Study, A1S), stack 20 in Block 8 (a 2 Bedroom + Study, B2S) and stack 28 in Block 10 (another 1 Bedroom + Study, A1S).

Each of those four stacks therefore holds 10 units rather than 11, and no “(P)” variant exists for them. Every block holds 87 units, and four blocks give the project total of 348. It is worth knowing if you are set on a specific stack, because the gap is easy to misread as whitespace on the schematic chart rather than as an absent unit.

Which unit types get a Household Shelter, and which do not

Checked against the floor plans rather than the summary bullets, the Household Shelter appears in five of the twelve unit types and nowhere else: C4PS and C5PS (both 3 Bedroom Premium + Study, 1,044 sqft), and D1S, D2PS and D3PS (all three 4 Bedroom types). That covers 131 of the 348 units. The 1 Bedroom + Study, all three 2 Bedroom types, both 3 Bedroom Deluxe plans and the 3 Bedroom + Study do not have one.

The same five types are also the only ones with a yard and a standalone WC in addition to their two bathrooms. So the practical threshold at Norwood Grand is 1,044 sqft: below it you get two bathrooms and no shelter, at and above it you get two bathrooms plus a separate WC, a yard and a Household Shelter.

Stack orientation across the development

Norwood Grand’s 32 stacks split evenly, 16 facing north and 16 facing south. No stack faces directly west, which is consistent with the stated design intent of minimising direct west-facing units for thermal comfort.

1 Bedroom + Study (Type A1S)

The single bathroom is dual-access, which changes how the plan works

At 495 sqft this is the smallest home at Norwood Grand and the only one with a single bathroom, but that bathroom carries two doors: one from the master bedroom and one from the entry corridor. In practice it works as an ensuite for the occupant and as a guest WC without anyone walking through the bedroom, which is what the plan is doing with an otherwise conventional one-bath layout.

The rest of the plan runs an open kitchenette with an induction hob, a dining area sized for up to six seats, a living area opening onto the balcony, and a master bedroom that takes a king-size bed. The study is an open nook beside the kitchen rather than a walled room, positioned by the developer as convertible to a utility room.

All three stacks face south. Only stack 04 carries a Level 1 unit; stacks 13 and 28 start at Level 2, so those two columns hold 10 units each.

2 Bedroom (Type B1)

The most common unit type here, and a genuine dumb-bell plan

With 77 units across seven stacks, B1 is the most common unit type at Norwood Grand and the lowest entry point into a two-bedroom home here. The layout is a true dumb-bell: master bedroom at one end, Bedroom 2 at the other, with the living, dining and kitchen core between them and almost no passage corridor wasted in between. That is what gives a 624 sqft two-bedder real separation between the rooms.

Both bedrooms are served: the master has its own ensuite, and Bath 2 is a dual-door junior ensuite, reachable from Bedroom 2 as well as from the common area. There is a proper foyer at the entrance for a shoe cabinet, and a U-shape kitchen with an induction hob, fridge and washer cum dryer.

Four stacks face north (17, 24, 25, 32) and three face south (05, 12, 29). All seven run the full 11 storeys.

2 Bedroom + Ensuite Study (Type B1S)

Eleven units, one stack, one facing. B1S runs only in stack 14 in Block 6, which makes it the scarcest layout at Norwood Grand and the only 2 Bedroom type that is a corner unit.

What sets it apart is where the study goes. In the other study-bearing 2 Bedroom plan (B2S), the study is an open area off the living space. Here it sits within the master bedroom’s own footprint, which is why the developer describes it as flexible enough to become a walk-in wardrobe, a nursery or a dressing area rather than a workspace. The master bath has a window, the kitchen runs along two sides, and the hob is induction. The master takes a king bed and the common room a queen.

2 Bedroom + Study (Type B2S)

B2S is one of the two unit types built as a showflat, so it is the 2 Bedroom layout you can actually walk through before deciding. At 710 sqft it is the largest of the three 2 Bedroom plans.

The study is an open area sitting between the two bathrooms and the living and dining space, and it comes with air-conditioning provision. That detail matters more than it sounds: an open area with aircon already run to it is straightforward to enclose later, which is why the developer lists it as flexible for an enclosed study, a larger dining area, a kitchen island, a workstation or a utility room. The kitchen is L-shaped with an induction hob, the master bath has a window, and the plan is laid out for cross ventilation.

Stacks 01, 08 and 09 face north; stack 20 faces south and is the one B2S column that starts at Level 2, holding 10 units rather than 11.

3 Bedroom Deluxe (Types C1, C2)

C1 and C2 share almost everything: an enclosed kitchen with a gas hob and a window, windows in all bathrooms, an open study corner beside the kitchen that doubles as a piano or display corridor, queen beds in both common rooms, a king in the master, and all three bedrooms on the same facing so no one is left with the afternoon sun alone.

What actually separates them is the foyer. C1 has a private foyer at the entrance; C2’s foyer is laid out differently, and C2 is a corner unit where C1 is not. Neither has a Household Shelter, and both run two bathrooms with no separate WC.

C1’s two stacks (18 and 31) both face north; C2 runs only in stack 03, facing south.

3 Bedroom + Study (Type C3S)

C3S is the only three-bedroom layout at Norwood Grand built as a dumb-bell: Bedroom 3 at one end, the master and Bedroom 2 at the other, with the living area and balcony between them. It also introduces the wet and dry kitchen split that continues up through every larger type.

It is also the one plan that breaks the hob progression. At 904 sqft C3S is larger than either 3 Bedroom Deluxe plan, yet it takes an induction hob while the smaller 872 and 883 sqft Deluxe layouts take gas. If a gas hob matters to you, this is the size step where you need to check rather than assume.

The study is an open area with air-conditioning, flexible for an enclosed study, a larger dining area, a kitchen island, a workstation or a utility room, the same brief as B2S. Common rooms take queen beds, the master a king. Stack 16 faces north, stack 21 south.

Both add a Household Shelter, a yard and a standalone WC on top of the master bath and Bath 2, none of which exists in any smaller unit type here. Both are corner units, both run a wet and dry kitchen on a gas hob, and both use what the developer calls a landscape living layout, a long living and study run along the outer face.

The difference between them is again the foyer, plus what the study is asked to do. C4PS has a private foyer and a study area sized so it can be absorbed into a larger living space. C5PS is laid out with a different foyer arrangement and gets windows in the kitchen and in every bathroom, with the study read as either a study or additional living area.

C4PS runs a single stack, 26, facing north; C5PS runs two, stack 23 north and stack 27 south. In both, all three bedrooms share the same facing and the common rooms take queen beds.

D1S is the smallest of the three four-bedroom plans and the only one in the Deluxe tier. It carries a private foyer, a wet and dry kitchenette on a gas hob, a dining area laid out for eight seats, a Household Shelter with an adjoining yard and WC, and windows in every bathroom.

The study here is a proper room with a window rather than an open area, and it is also listed as usable as a utility room or a walk-in wardrobe. Bedroom 4 sits beside Bath 2 in the servicing wing, common rooms take queen beds and the master takes a king. Both stacks, 06 and 11, are corner units facing south, and both run the full 11 storeys.

Moving from the Deluxe four-bedder to the Premium tier adds three things to the master suite specifically: a walk-in wardrobe, a balcony off the master bedroom, and in D2PS a larger Bedroom 4. Everything else carries over, the private foyer, the wet and dry kitchenette on gas, the 8-seater dining, the Household Shelter with yard and utility WC, windows in the kitchen and all bathrooms, and a study room with a window that can serve as a utility room or walk-in wardrobe.

D2PS is the second of the two showflat types and, at 54 units across five stacks, the second most numerous unit type in the development after the 2 Bedroom B1. D3PS adds 22 sqft over D2PS and spends most of it on a larger private foyer sized for storage or display, and it is a corner unit where D2PS is not.

D2PS runs stacks 02, 07 and 10 facing north and 19 and 30 facing south; stack 02 is one of the four columns with no Level 1 unit, so it holds 10. D3PS runs stack 15 north and stack 22 south.

Norwood Grand runs one brand set through the whole development rather than stepping the brands up by unit tier. Every home gets Bosch kitchen appliances, a Samsung free-standing fridge, a Franke sink, Geberit sanitary ware and Hansgrohe fittings, from the 495 sqft 1 Bedroom + Study to the 1,335 sqft 4 Bedroom Premium + Study. What does change by unit type is the kitchen configuration, the hob fuel, and whether cabinetry is provided at the dry kitchen.

Hob type by unit type, and the one plan that breaks the pattern

An induction hob is provided in the 1 Bedroom + Study (A1S), all three 2 Bedroom types (B1, B1S, B2S) and the 3 Bedroom + Study (C3S). A gas hob is provided in both 3 Bedroom Deluxe types (C1, C2), both 3 Bedroom Premium + Study types (C4PS, C5PS) and all three 4 Bedroom types (D1S, D2PS, D3PS).

Read as a size ladder, that has one exception in it. C3S is 904 sqft, larger than either Deluxe plan, but takes induction; C1 and C2 at 872 and 883 sqft take gas. So the boundary is not simply “bigger unit, gas hob”, and it is worth confirming against the specific unit type on your Option rather than inferring from the bedroom count.

Kitchen layout and cabinetry, unit type by unit type

The kitchen configuration steps up steadily: an open kitchenette in A1S, a U-shape kitchen in B1, a two-side kitchen in B1S, an L-shape kitchen in B2S, an enclosed kitchen with a window in C1 and C2, a wet and dry kitchen in C3S, C4PS and C5PS, and a wet and dry kitchenette in all three 4 Bedroom types.

A compressed quartz countertop is provided in every unit. Cabinetry with the countertop is provided in every unit type that has a dry kitchen, meaning the 3 Bedroom + Study, both 3 Bedroom Premium + Study types and all 4 Bedroom units. On top of that, all 4 Bedroom units get an additional storage cabinet at the dry kitchen. Below that threshold, cabinetry at the dry kitchen is not part of the provision, which is worth factoring into a renovation budget for the smaller types.

The ceiling fan is not an afterthought here

Every unit gets a Prism+ ceiling fan in the living area with integrated lighting, offering up to six levels of adjustable brightness, three colour temperatures and up to 17 RGB modes. That is a specification unusual enough to call out, and it is doing real work in the building’s energy strategy: natural ventilation supported by a ceiling fan in every unit is one of the passive cooling measures behind the project’s Green Mark target, not just a fitting.

In the master bedroom, a wardrobe accessories cabinet is provided. Air conditioners are energy-efficient units across all homes, and water-efficient fittings are fitted throughout.

The Fermax smart home system, device by device

The system is built around a new Gen3 Smart IOT Gateway. The internet router itself is supplied by the home owner, not the developer.

The main door carries a Yale smart digital lockset with five ways in: up to 100 fingerprints, a PIN code, two manual keys, the mobile app (which requires linking to the smart home system), and four Yale keytags with an integrated access card. Smart air conditioner control covers the living room and master bedroom, allowing status checks, remote on and off, fan speed, mode and temperature control, time schedules and scene control. Smart lighting control covers the foyer on an EN60669 standard switch, with on and off, time schedules and scenes.

An IP camera is provided with motion detection, night vision, two-way audio and SD card recording up to 256GB, with the card supplied by the home owner. Everything runs through the iPlus mobile app, and Google Home is supported for voice control, which also brings news and weather, calendar events and reminders, and music playback into the same interface.

The Smart Community app, once residents move in

The same app extends beyond the unit. Residents get notices covering announcements, events, polls and classifieds; facility booking from anywhere; online forms for renovation applications, access card purchases and secondary carpark lots; and a documents library holding the resident’s handbook, house rules, user manuals and warranty letters. Service requests are logged through the app as well.

On the access side, intercom calls come through from the lift lobby and a visitor can be sent up to your floor from the app, visitors can be pre-registered with a QR code for entry, and there is a resident chat feature, a parcel pickup point and season parking application handled in the same place.

Green Mark Platinum Super Low Energy: what is actually built in

Norwood Grand is certified BCA Green Mark Platinum Super Low Energy, certification number GM5587/3/2024, awarded in October 2024 with the Whole Life Carbon and Maintainability badges. The measures behind it fall into four groups.

Passive cooling: minimal direct west-facing units, natural ventilation supported by a ceiling fan in every unit, and reduced heat gain through the glass specification. Energy: energy-efficient air conditioners in all units, energy-efficient lighting and lifts in communal areas, demand-control strategies to limit wastage at communal facilities, and rooftop solar photovoltaic panels providing partial energy replacement for day-to-day common area operations.

Environmental quality: locally certified environmentally friendly products for internal finishes and common areas, low volatile organic compound paints on internal walls, and material selection chosen to reduce the carbon footprint. “What facilities do you get in a 348-unit development?”

Norwood Grand carries 26 facilities, organised into six named zones across a 14,432.5 sqm site with a plot ratio of 2.1. Because the site is low-rise, the facilities spread horizontally through the landscape between the four blocks rather than stacking on sky decks, with three of them lifted to the second storey.

A tennis court and a 50m lap pool in a 348-unit development

Two of the facilities here are worth singling out for what they are rather than how many there are. The 50m lap pool is a full-length competition-distance pool rather than a shortened leisure pool, sitting alongside a separate kids pool, an aqua deck and a pool deck. The tennis court sits at the far end of the site beside the Treetop Walk.

That gives 348 households one full-length pool and one tennis court between them, alongside two BBQ pavilions placed at opposite ends of the site, East and West, so two bookings on the same evening are not sitting on top of each other.

The Grand Club, and what sits on the second storey

The Grand Club is the indoor cluster: a gymnasium and a dance studio, both on the second storey, a changing room with a steam room, and a bookable function room. Both sit a level above the pool deck and landscape rather than at walkway level.

Three elements sit at second-storey level in total: the gymnasium, the dance studio, and the Treetop Walk over in the Nature and Nurture zone, which is an elevated walkway threaded through the canopy. The upper floor of the Early Childhood Development Centre is also at second-storey level.

The childcare centre is inside the development, with its own address

The Early Childhood Development Centre occupies the first and second storeys of its own two-storey building within the site, and it carries its own postal address, 4 Champions Way, distinct from the four residential blocks. It has a dedicated entrance and service driveway off Champions Way, and two of the development’s 283 carpark lots are reserved for it, so drop-off traffic does not run through the residential drop-off.

It is a childcare facility built into the development rather than a condominium amenity for residents’ general use, so the practical benefit is proximity rather than automatic access. Terms of enrolment are handled by the centre’s operator.

Ancillary and back-of-house, from the site plan

Beyond the recreational facilities, the site plan marks a guardhouse and management office at the main entrance off Champions Way, the entrance to the basement carpark, an outdoor genset, a side gate onto Woodlands Drive 17, ventilation shafts distributed through the landscape, and the entrance and service driveway to the Early Childhood Development Centre.

Below ground sit the bin centre, the electrical substation and the bicycle parking, which holds all 87 bicycle lots. The water tank is at roof level. Waste is handled by a pneumatic waste collection and disposal system rather than conventional chutes to a ground-level bin point.

The Developer

A single-developer project, wholly owned by City Developments Limited

Norwood Grand is developed by CDL Stellar Pte. Ltd. (Co. Reg. No. 202324357E), a wholly-owned subsidiary of City Developments Limited set up to deliver this project. There are no joint-venture partners: unlike a number of recent Singapore launches split across two or three listed developers, the entire project sits under one balance sheet and one construction and sales timeline, which simplifies accountability if anything needs resolving during the build or after TOP. The developer licence for the project is C1495.

City Developments Limited

City Developments Limited is one of Singapore’s largest listed property groups, with a development track record spanning around six decades and a portfolio covering residential, commercial and hospitality assets in Singapore and overseas. It is a BCA Band 1 developer, which is the reason the “Grand” naming is used across this part of CDL’s residential portfolio.

Champions Way was CDL’s re-entry into Woodlands. The company’s group chief executive framed the tender win around the fact that no private residential project had been launched in the town in over a decade, and Norwood Grand became the first luxury private residential launch there since 2012.

Where the name comes from

“Norwood” is a play on the location, the idea of a new life in the new north at Woodlands, folding “north” and “wood” into a single word. “Grand” marks it as part of CDL’s portfolio of properties built by a BCA Band 1 developer, which is why the word recurs across several CDL residential projects rather than describing this development’s scale specifically.

The Chinese marketing name reads as four characters meaning scenery, forest, blissful and garden, which is the same idea the architecture works from: elegantly curved design features, artfully planted nature and a Treetop Walk threaded through the canopy rather than a conventional podium deck.

Investment Context

A $904 psf ppr land parcel, and the first Woodlands private launch in over a decade

CDL Stellar secured the Champions Way site with a top bid of $294.889 million when the Government Land Sales tender closed on 12 September 2023, a land rate of $904 per square foot per plot ratio. URA launched the parcel for tender on 25 May 2023 on 99-year lease terms and awarded it on 18 September 2023; the lease runs 99 years from 18 December 2023.

Two things about that tender are worth holding onto. Champions Way was the first private residential Government Land Sales parcel in Woodlands in over a decade, so there is no recent land-cost benchmark in the immediate area. And the spread of bids was unusually wide, with the lowest bid 45% below CDL’s, which is a matter of record about how differently developers read the same location at that moment.

Demand fundamentals in the north

The resident population of Woodlands is estimated at around 250,000, projected on a straight-line basis to reach roughly 268,000 by 2040, an increase of about 18,000 residents. Woodlands Regional Centre has the potential to eventually provide up to 100,000 jobs across its 100 hectares once its transformation is complete, which is the underlying argument for jobs moving closer to homes in this part of the island.

On the tenancy side, the immediate catchment carries a set of institutions that generate housing demand independently of the regional centre: Republic Polytechnic one MRT stop away, Woodlands Health Campus on the same road with 1,000 acute and community beds, and Singapore American School with more than 4,000 students and over 700 employees. The RTS Link adds a further category from end-2026, since a Woodlands address becomes viable for households with family or work ties in Johor who want to live and work in Singapore.

Why the single-developer structure is worth noting

CDL Stellar Pte. Ltd. is wholly owned by City Developments Limited, with no joint-venture partners. Several comparable new launches split ownership and decision-making across two or three listed developers, each with its own timeline pressures. Here, a single listed parent carries the construction programme, the sales programme and the post-TOP defects liability, which is a smaller point than land cost but a real one over a build running to 2030.

What does the “(P)” mean in a unit type name like B1(P) or D2PS(P)?

It is the Level 1 unit in that stack, and it comes with a Private Enclosed Space at ground level in place of the balcony. Bedroom count, bathroom count, kitchen layout, stated size and maintenance share value are all the same as the typical-floor plan above it, so it is not a different layout or a premium tier. There are 28 of them in the development, one for each stack that reaches the ground, and the developer’s own window limiter annexure lists all 28 by unit number. Because there is only one Level 1 unit per stack, a layout running from a single stack has exactly one “(P)” unit in the whole development.

Which unit types come with a Household Shelter?

Five of the twelve layouts, covering 131 of the 348 homes: C4PS and C5PS (3 Bedroom Premium + Study, both 1,044 sqft) and D1S, D2PS and D3PS (all three 4 Bedroom layouts). Those same five are the only ones that also carry a yard and a separate WC on top of their two bathrooms, so 1,044 sqft is the practical threshold in this development. The WC is a utility washroom with a pedestal water closet, a wall hung basin and a shower set, and it is the one wet area hot water does not reach.

Which homes run on town gas, and which are all-electric?

The split covers the whole development and it is a package rather than just a hob. The gas homes are both 3 Bedroom Deluxe layouts (C1, C2), both 3 Bedroom Premium + Study layouts (C4PS, C5PS) and all three 4 Bedroom layouts (D1S, D2PS, D3PS): a gas hob, a gas water heater and a town gas supply to the unit, covering 164 homes. The all-electric homes are the 1 Bedroom + Study (A1S), all three 2 Bedroom layouts (B1, B1S, B2S) and the 3 Bedroom + Study (C3S): an induction hob, an electric water heater and no town gas, covering the other 184. It does not follow size. The 904 sqft 3 Bedroom + Study is all-electric while the smaller 872 and 883 sqft Deluxe plans are on gas, so confirm against the layout code rather than the bedroom count.

Which layouts have an air-conditioned study at full ceiling height?

Ten of the twelve. On those, the study is air conditioned and sits at a 2.70m ceiling, the same height as the bedrooms and the living and dining area. The two exceptions are the 3 Bedroom Deluxe plans, C1 and C2, where the study is an open alcove at 2.40m with no air conditioning, which is the same height as the corridor and the kitchen. That is why the developer describes it as a study corner suited to a desk, a piano or a display run rather than as an enclosed room. On the 2 Bedroom + Study (B2S) and the 3 Bedroom + Study (C3S) the study is an open area with air-conditioning provision already run to it, which is what makes enclosing it later straightforward.

Which stacks face north and which face south?
