Norwood Grand (景林嘉园) is a 348-unit private condominium at 2, 6, 8 and 10 Champions Way, Singapore, in District 25, with the development’s Early Childhood Development Centre carrying its own address at 4 Champions Way. It occupies a 14,432.5 sqm site, roughly 155,351 sqft, at a plot ratio of 2.1, registered as Mukim Lot MK13 Lot 06633C. The developer is CDL Stellar Pte. Ltd. (Company Registration No. 202324357E, Developer Licence No. C1495), a wholly-owned subsidiary of City Developments Limited. The site was secured through the Government Land Sales programme: the tender closed on 12 September 2023 and was awarded on 18 September 2023 to CDL Stellar as the highest tenderer at $294,889,000, which URA records as $9,729.42 per square metre against a maximum permissible gross floor area of 30,309 sqm, a land rate of about $904 per square foot per plot ratio.

Tenure is 99 years leasehold from 18 December 2023. The development is arranged as four 11-storey residential blocks, each running eight stacks, plus a separate two-storey Early Childhood Development Centre. The superstructure uses prefabricated prefinished volumetric construction, in which room modules are cast and fitted out in a factory and craned into place on site. For a buyer that means tighter dimensional consistency between identical units and a shorter, quieter build, and it also means the structural walls of a unit cannot be hacked, so renovation planning starts from the plan as drawn rather than from an assumption that partitions can move. Below ground sit 283 carpark lots, including two reserved for the childcare centre, three electric vehicle charging lots and three accessible lots, alongside all 87 bicycle lots, the bin centre and the electrical substation. Waste is handled by a pneumatic conveyance system with separate general and recyclable chutes at every residential lift lobby, which means there is no refuse chute inside any unit. The development is certified BCA Green Mark Platinum Super Low Energy, certification number GM5587/3/2024, awarded in October 2024, with the Whole Life Carbon and Maintainability badges. Expected TOP is 31 March 2030 and expected legal completion is 31 March 2033. The site is bounded by Woodlands Avenue 1 and Woodlands Drive 17, with Champions Way running through it. Woodlands South MRT station on the Thomson-East Coast Line is under a five-minute walk away, reaching Orchard in about 35 minutes with no interchange, and Vista Point is a five-minute walk in the same direction. One stop north is Woodlands MRT, where the Thomson-East Coast Line meets the North-South Line inside the Woodlands Integrated Transport Hub, alongside Causeway Point, Woods Square, Woodlands Civic Centre and Republic Polytechnic. Norwood Grand Facilities

 

The site plan numbers 26 facilities across six named zones. Because the site is low-rise, the facilities spread horizontally through the landscape between the four blocks rather than stacking onto a sky deck, and only three elements are lifted to the second storey: the gymnasium, the dance studio and the Treetop Walk, an elevated walkway threaded through the tree canopy. The upper floor of the Early Childhood Development Centre also sits at second-storey level.

Aqua zone. The lap pool is a full 50 metres, a competition distance rather than a shortened leisure pool, and it sits alongside a separate kids pool, an aqua deck and a pool deck. For 348 households, one full-length pool and one full tennis court is a workable ratio.

Social zone. The two BBQ pavilions are placed at opposite ends of the site, East and West, so two bookings on the same evening do not sit on top of each other. The tennis court sits at the far end of the site beside the Treetop Walk.

Grand Club. This is the indoor cluster: a gymnasium and a dance studio, both on the second storey, a changing room with a steam room, and a bookable function room, all a level above the pool deck and landscape rather than at walkway level.

Early Childhood Development Centre. The centre occupies the first and second storeys of its own two-storey building inside the development, with its own postal address at 4 Champions Way, a dedicated entrance and service driveway off Champions Way, and two of the 283 carpark lots reserved for it, so drop-off traffic does not run through the residential drop-off. It is a childcare facility built into the site rather than a residents’ amenity, and enrolment is handled by the centre’s operator.

Ancillary and back-of-house. Separately from the 26 numbered facilities, the site plan letters ten ancillary items: a guardhouse and management office at the main entrance off Champions Way, the entrance to the basement carpark, an outdoor genset, a side gate onto Woodlands Drive 17, the entrance to the childcare centre and its service driveway, and ventilation shafts distributed through the landscape. The bin centre, substation and bicycle parking are at basement level; the water tank is at roof level.

Norwood Grand markets nine unit types, but there are twelve distinct floor plans behind them, because three types run more than one layout: two 3 Bedroom Deluxe layouts, two 3 Bedroom Premium + Study layouts and two 4 Bedroom Premium + Study layouts. Twelve layouts, nine types, one to four bedrooms, and the three numbers are not interchangeable. Detailed layouts and dimensions are on the Norwood Grand floor plans page.

Two-bedroom homes make up 131 units, the largest group at 37.6% of the development, with four-bedroom homes close behind at 98 units, or 28.2%. Three-bedroom homes account for 88 units and the 1 Bedroom + Study for 31.

The Household Shelter appears in five of the twelve layouts and nowhere else: both 3 Bedroom Premium + Study plans at 1,044 sqft, and all three 4 Bedroom plans, covering 131 of the 348 homes. Those same five layouts are the only ones with a yard and a standalone WC on top of their two bathrooms, so 1,044 sqft is the practical threshold in this development: at and above it, two bathrooms plus a separate WC, a yard and a Household Shelter. Below it the picture is not uniform either. The 1 Bedroom + Study has a single bathroom; every layout from the 2 Bedroom upward has two. The separate WC is a utility washroom with a pedestal water closet, a wall hung basin and a shower set, and it is the one wet area in the home that hot water does not reach.

Norwood Grand runs one brand set through the whole development rather than stepping brands up by unit tier. There is no basic tier and no stepping down in brand quality between a 495 sqft 1 Bedroom + Study and a 1,335 sqft 4 Bedroom Premium + Study. The appliance list is identical across all twelve layouts: cooker hood, hob, built-in oven, fridge and washer cum dryer. What does change by layout is which energy the kitchen and hot water run on, the kitchen configuration, whether cabinetry is provided at the dry kitchen, and the flooring in one specific room.

Kitchen. Bosch telescopic cooker hood, Bosch hob, Bosch built-in oven and a Bosch washer cum dryer, which is a single combined appliance rather than separate machines. The fridge is a Samsung free-standing unit, the sink is Franke, the kitchen mixer is Hansgrohe, and a compressed quartz countertop is fitted in every home.

Bathrooms. Geberit under-counter basin and Geberit wall hung WC, with Hansgrohe basin mixers throughout. The master bath gets a shower mixer set with an overhead rain shower, the common bath a shower mixer set without the rain head, and the master bathroom carries an angle valve for a future bidet spray.

Living and bedrooms. Every living area carries a Prism+ ceiling fan with integrated lighting, offering up to six levels of adjustable brightness, three colour temperatures and up to 17 RGB modes. A wardrobe accessories cabinet is provided in the master bedroom, and water-efficient fittings are fitted throughout.

Two energy packages, and they do not follow bedroom count. This is the split most worth checking before you commit to a layout, because it is invisible from the unit type name and it covers more than the hob. The 1 Bedroom + Study (A1S), all three 2 Bedroom layouts (B1, B1S, B2S) and the 3 Bedroom + Study (C3S) are all-electric homes: an induction hob, an electric water heater and no town gas supply, covering 184 of the 348 units. Both 3 Bedroom Deluxe layouts (C1, C2), both 3 Bedroom Premium + Study layouts (C4PS, C5PS) and all three 4 Bedroom layouts (D1S, D2PS, D3PS) are gas homes: a gas hob, a gas water heater and a town gas supply to the unit, covering the other 164. It is not a size ladder. The 3 Bedroom + Study at 904 sqft is larger than either Deluxe plan yet is all-electric, while C1 at 872 sqft and C2 at 883 sqft take gas. Confirm against the specific layout code rather than the bedroom count.

Air conditioning, with one exception. Wall-mounted air conditioning is provided to the living and dining area, every bedroom and the study, in every layout except the two 3 Bedroom Deluxe plans, C1 and C2, where the study is not air conditioned. That exception lines up with the ceiling height schedule, which gives the study 2.70m everywhere except C1 and C2, where it drops to 2.40m, the same height as the corridor and the kitchen. The 3 Bedroom Deluxe study is best understood as an open alcove off the living area, suited to a desk, a piano or a display run, rather than as an enclosed air-conditioned room. On the 33 units affected that is a real difference from the other three-bedroom layouts.

Ceiling heights. Living and dining areas are 2.70m floor to ceiling, as are bedrooms and the study on every layout except the C1 and C2 study noted above. Corridors leading to bedrooms and walk-in wardrobes are 2.40m, kitchens, dry kitchens, wet kitchens and yards are 2.40m, and bathrooms and the WC are 2.42m. The Household Shelter is 2.75m. The balcony and the ground-floor Private Enclosed Space are the tallest spaces in the home at 2.83m, though the schedule notes that height can vary slightly across a balcony or P.E.S. because the screed is laid to fall. Localised bulkheads drop to 2.4m wherever they occur.

Flooring. Porcelain tiles run through the living and dining areas, the study, the corridor to the bedrooms, the kitchen, the Household Shelter, the yard, the balcony and the P.E.S., as well as all bathrooms and the WC. Bedrooms and walk-in wardrobes are laid in vinyl. There is one exception worth knowing: on the 2 Bedroom + Ensuite Study (B1S) the study takes vinyl flooring rather than porcelain tiles, because the finishes schedule treats that ensuite study as a bedroom rather than as a study. It is the only layout where the study is finished that way, and it is a fair signal of how the room is meant to be used.

Kitchen configuration and cabinetry. The kitchen steps up steadily by layout: an open kitchenette in A1S, a U-shape kitchen in B1, a two-side kitchen in B1S, an L-shape kitchen in B2S, an enclosed kitchen with a window in C1 and C2, a wet and dry kitchen in C3S, C4PS and C5PS, and a wet and dry kitchenette in all three 4 Bedroom layouts. Cabinetry with the countertop is provided in every layout that has a dry kitchen, meaning the 3 Bedroom + Study, both 3 Bedroom Premium + Study layouts and all 4 Bedroom units, and all 4 Bedroom units get an additional storage cabinet at the dry kitchen on top of that. Below that threshold, dry-kitchen cabinetry is not part of the provision, which is worth factoring into a renovation budget for the smaller layouts.

Smart home. The system is a Fermax installation built around a Gen3 Smart IOT Gateway. The internet router itself is supplied by the home owner. The main door carries a Yale smart digital lockset with five ways in: up to 100 fingerprints, a PIN code, two manual keys, the mobile app, and four Yale keytags with an integrated access card. Smart air conditioner control covers the living room and master bedroom, with status check, remote on and off, fan speed, mode, temperature, time schedules and scene control; smart lighting control covers the foyer on an EN60669 standard switch. An IP camera is provided with motion detection, night vision, two-way audio and SD card recording up to 256GB, with the card supplied by the home owner. Everything runs through the iPlus mobile app, with Google Home supported for voice control. The kit as specified is five items, so anything beyond the gateway, camera, lockset, lighting module and aircon control is an owner addition rather than part of the handover.

Smart community. The same app extends beyond the unit once residents move in: notices covering announcements, events, polls and classifieds; facility booking from anywhere; online forms for renovation applications, access card purchases and secondary carpark lots; a documents library holding the resident’s handbook, house rules, user manuals and warranty letters; service requests; intercom calls from the lift lobby with the ability to send a visitor up to your floor; smart QR-code invitations for pre-registered visitors; resident chat; a parcel pickup point; and season parking applications. Card access is provided at the basement and first-storey lift lobbies of every block, at the pedestrian gates, the clubhouse and designated common areas, with an automatic carpark barrier system and closed circuit television at designated common areas.

Fire safety. Every apartment is provided with one Home Fire Alarm Device. It is a one-off provision that forms part of the unit rather than of the common property, it is not connected to the building’s fire alarm system, and keeping it in working order is the owner’s responsibility.

Green Mark Platinum Super Low Energy. Norwood Grand holds BCA’s Green Mark Platinum Super Low Energy rating, certification number GM5587/3/2024, certified in October 2024 with the Whole Life Carbon and Maintainability badges, against a gross floor area of 30,309 sqm. The measures behind it fall into four groups. Passive cooling covers minimal direct west-facing units, natural ventilation supported by a ceiling fan in every unit, and reduced heat gain through the glass specification. Energy covers energy-efficient air conditioners in all units, energy-efficient lighting and lifts in communal areas, demand-control strategies to limit wastage at communal facilities, and rooftop solar photovoltaic panels providing partial energy replacement for day-to-day common area operations. Environmental quality covers locally certified environmentally friendly products for internal finishes and common areas, low volatile organic compound paints on internal walls, and material selection chosen to reduce the carbon footprint. Water and waste covers water-efficient fittings in all units, the pneumatic waste and recyclable conveyance system, 87 bicycle lots, and lush greenery and water bodies across the site to reduce heat gain.

The four blocks carry 32 stacks between them over 11 storeys, numbered continuously from 01 to 32 rather than restarting at each block, so a stack number identifies its block on its own. Block 2 (2 Champions Way, Singapore 738977) holds stacks 01 to 08; Block 6 (6 Champions Way, Singapore 738975) holds stacks 09 to 16; Block 8 (8 Champions Way, Singapore 738974) holds stacks 17 to 24; and Block 10 (10 Champions Way, Singapore 738953) holds stacks 25 to 32. Every block holds exactly 87 units.

Four stacks are one unit shorter than the rest, and this is not a misprint. Eight stacks over 11 storeys would give 88 units per block and 352 across the development. The actual figure is 348 because exactly one stack in each block omits its Level 1 unit and starts at Level 2: stack 02 in Block 2 (a 4 Bedroom Premium + Study, D2PS), stack 13 in Block 6 (a 1 Bedroom + Study, A1S), stack 20 in Block 8 (a 2 Bedroom + Study, B2S) and stack 28 in Block 10 (another 1 Bedroom + Study, A1S). The arithmetic closes as 28 stacks of 11 units plus 4 stacks of 10, which is 308 plus 40, or 348. Those four columns show on the chart as shorter columns, and none of them has a “(P)” variant.

Every layout appears twice in the charts, once plainly and once with a “(P)” suffix. The “(P)” version is not a different layout and not a premium tier: it is the Level 1 unit in that stack, where the balcony is replaced by a Private Enclosed Space at ground level. Bedroom count, bathroom count, kitchen layout, stated size and maintenance share value are otherwise identical to the plan above it. There are 28 of them in the development, one for each stack that reaches the ground, and the developer’s own window limiter annexure lists all 28 by unit number, every one of them on Level 1. Because there is only one Level 1 unit per stack, “(P)” units are scarce by construction, and a layout running from a single stack has exactly one “(P)” unit in the entire development.

The 32 stacks split evenly, 16 facing north and 16 facing south, with none facing directly west. Facing north are stacks 01, 02, 07, 08, 09, 10, 15, 16, 17, 18, 23, 24, 25, 26, 31 and 32. Facing south are stacks 03, 04, 05, 06, 11, 12, 13, 14, 19, 20, 21, 22, 27, 28, 29 and 30. That follows from a design brief that set out to minimise direct west-facing orientation for thermal comfort, and it is unusual enough in a low-rise development to be a genuine point of difference. Six layouts run stacks on both facings (B1, B2S, C3S, C5PS, D2PS and D3PS); the remainder sit on a single facing, with A1S, B1S, C2 and D1S all south and C1 and C4PS both north.
