Understanding Norwood Grand Pricing
Norwood Grand spans twelve distinct floor plans marketed under nine unit types, from a 495 sqft 1 Bedroom + Study to a 1,335 sqft 4 Bedroom Premium + Study, across 348 homes in four 11-storey blocks. Within the same bedroom count the plans are not interchangeable: the two 3 Bedroom Deluxe layouts sit 11 sqft apart at 872 and 883 sqft and differ mainly at the entrance, while the two 4 Bedroom Premium + Study plans differ by 22 sqft, most of it spent on a larger private foyer. Every layout also appears twice in the chart, once plainly and once with a “(P)” suffix, which denotes the Level 1 unit in that stack where the balcony is replaced by a Private Enclosed Space rather than a different layout or a premium tier. The floor plans set out the differences plan by plan.
What the Land Cost Says About the Price
The Champions Way site was secured through the Government Land Sales programme. URA launched the parcel for tender on 25 May 2023 on 99-year lease terms, the tender closed on 12 September 2023, and the site was awarded on 18 September 2023 to CDL Stellar as the highest tenderer at $294,889,000. Against the maximum permissible gross floor area of 30,309 sqm, URA records that as $9,729.42 per square metre, which works out at about $904 per square foot per plot ratio.
That land cost underpins the pricing shown above rather than sitting as a marketing premium layered onto a lower base. A site bought at that rate cannot be priced as though it had been bought cheaply, and the figure is a matter of public record rather than a developer assertion.
The precinct argument behind the bid is set out in full on the Location Highlights page: Norwood Grand sits on the edge of the 100-hectare Woodlands Regional Centre, planned as the largest economic hub in the north, under a five-minute walk from Woodlands South MRT and two stops from the RTS Link terminus at Woodlands North.
What the Stated Sizes Include
The sizes in the chart above are harmonised strata areas. Every floor plan carries the same note: the stated area includes the balcony and the private enclosed space where applicable, and excludes, among others, the RC (Reinforced Concrete) Ledge and the A/C (Air Conditioner) Ledge, both of which the plans mark as non-strata on the drawings themselves.
That matters for any per square foot comparison against older stock. The quoted size at Norwood Grand is the smaller, harmonised one, so a psf figure here reads high against a project whose quoted size still absorbs its ledges, even where the usable space is the same or better. Comparing psf across the two bases is not a like-for-like comparison, and the difference is in the measuring rather than in the home.
What the Price Includes
Norwood Grand runs one brand set through the whole development rather than stepping brands up by unit tier. There is no basic tier and no stepping down in brand quality between the smallest and largest homes. The appliance list itself is identical across all twelve layouts: cooker hood, hob, built-in oven, fridge and washer cum dryer.
- Bosch: telescopic cooker hood, hob, built-in oven and washer cum dryer, the last being a single combined appliance rather than separate machines. Provided in every unit type.
- Samsung: free-standing fridge, in every unit type.
- Franke: kitchen sink, in every unit type, with a compressed quartz countertop throughout.
- Geberit: under-counter basin and wall hung WC, in every unit type.
- Hansgrohe: kitchen mixer, basin mixers, a shower mixer set with an overhead rain shower in the master bath and a shower mixer set in the common bath. The master bathroom carries an angle valve for a future bidet spray.
- Prism+: ceiling fan with integrated lighting in every living area, offering up to six levels of adjustable brightness, three colour temperatures and up to 17 RGB modes.
- Fermax and Yale: a Gen3 Smart IOT Gateway, a Yale digital lockset opening five ways, smart air conditioner control in the living room and master bedroom, foyer lighting control, and an IP camera, all managed through the iPlus app with Google Home voice support.
What does vary by unit type is the energy the home runs on. The 1 Bedroom + Study, all three 2 Bedroom types and the 3 Bedroom + Study are all-electric: an induction hob, an electric water heater and no town gas supply to the unit. Both 3 Bedroom Deluxe types, both 3 Bedroom Premium + Study types and all three 4 Bedroom types run on gas: a gas hob, a gas water heater and a town gas supply. That is not a clean size ladder, since the 904 sqft 3 Bedroom + Study is all-electric while the smaller 872 and 883 sqft Deluxe plans are on gas, so it is worth checking against a specific layout code rather than a bedroom count.
Two further provisions vary. Cabinetry with the countertop at the dry kitchen is provided only in unit types that have a dry kitchen, meaning the 3 Bedroom + Study, both 3 Bedroom Premium + Study types and all 4 Bedroom units, with all 4 Bedroom units getting an additional storage cabinet on top of that; below that threshold, dry-kitchen cabinetry belongs in a renovation budget. And the study is air conditioned at a 2.70m ceiling in every layout except the two 3 Bedroom Deluxe plans, where it is an unconditioned alcove at 2.40m. Maintenance Fees at Norwood Grand
Maintenance is charged at $82 per share value per month before GST, across only three share value bands for the entire development:
- Share value 5, $410 a month: 1 Bedroom + Study (495 sqft)
- Share value 6, $492 a month: 2 Bedroom, 2 Bedroom + Ensuite Study, 2 Bedroom + Study, both 3 Bedroom Deluxe plans, 3 Bedroom + Study, and both 3 Bedroom Premium + Study plans (624 sqft to 1,044 sqft)
- Share value 7, $574 a month: 4 Bedroom Deluxe + Study and both 4 Bedroom Premium + Study plans (1,173 sqft to 1,335 sqft)
The flatness of that banding has a practical consequence. A 1,044 sqft 3 Bedroom Premium + Study and a 624 sqft 2 Bedroom sit on the same share value of 6 and pay the same $492, so a buyer stepping up 420 sqft within that band adds nothing to the monthly maintenance bill. Only the 1 Bedroom + Study below and the two 4 Bedroom tiers above sit outside it.
Stamp Duty and Total Purchase Cost
The price in the chart is not the whole of what a purchase costs, and two statutory items sit on top of it. Buyer’s Stamp Duty is charged on a tiered scale against the purchase price or market value, whichever is higher, with the rate rising through successive bands to 6% on the portion of a residential price above $3 million. Additional Buyer’s Stamp Duty depends on the buyer’s profile rather than the property, specifically residency status and the number of residential properties already held; a Singapore Citizen buying a first residential property pays none, while rates rise for second and subsequent properties, for Permanent Residents, for foreign buyers and for entities. Both duties are payable in cash within 14 days and cannot be financed.
Financing is separately capped. The Total Debt Servicing Ratio limits total monthly debt obligations, across every loan held rather than just this one, to 55% of gross monthly income, and a first housing loan is generally limited to a loan-to-value ratio of 75%. In practice the Total Debt Servicing Ratio sets the loan quantum before the property price does. Payments go into the project account with DBS Bank Ltd rather than to the developer directly, which is the statutory protection carried by every uncompleted private residential purchase in Singapore. Expected TOP is 31 March 2030 and expected legal completion is 31 March 2033.
